This is the original booty (bootlegger's) lead, where a mono XLR output from a microphone is pushed into a Stereo minijack input on a palmheld MP3 recorder, laptop, etc. Of course thesedays the quality of microphones on MP3 recorders is generally great, so this lead is now used more often when plugging a mono mic or line signal into a camcorder (where the input is a stereo one).
This will put the mono signal into both the left and right channels.
